Regular Council Meeting Minutes April 3, 2024

FORT ATKINSON REGULAR CITY COUNCIL MEETING APRIL 3, 2024

Mayor Paul Herold called the regular meeting of the Fort Atkinson City Council to order at 6:15 p.m. on Wednesday, April 3, 2024, at the Fort Atkinson Community Center. The meeting opened with the Pledge of Allegiance.  Present were  Glass, P. Schmitt, Leuenberger, K. Schmitt, Schroeder.  Also present were Paul Herold, Greg Barta, Michele Elsbernd, Ron Franzen and Jay Schwamman.

Motion by Glass, second by K. Schmitt to approve the consent items (minutes from March 4, 2024, claims, clerk/treasurer reports, and approval of the ABD license for Lickety Split.  All aye, carried.

Motion by Schroeder, second by Glass to approve the Acceptability of Work for Shawver Well. All aye, carried.

Motion by K. Schmitt, second by Glass to approve Shawver Well Change Order # 3, a housekeeping change order.  All aye, carried.

Motion by Glass, second by P. Schmitt to approve the final pay estimate/retainage to Shawver Well and close out the well portion of the project in the amount of $ 14963.23.  All aye, carried.

Motion by K. Schmitt, second by Schroeder to approve the Acceptability of Work for Blazek Corporation.  All aye, carried.

Motion by P. Schmitt, second by Glass to approve contract change order # 5 for Blazek Corporation, a housekeeping change order.  All aye, carried.

Motion by Glass, second by K. Schmitt to approve the final pay and release of retainage for Blazek Corporation in the amount of $ 26,655.80.  All aye, carried.

It was noted that one of the generator connections still is leaking but this will be covered by the warranty for the project.

The clerk updated the council on possible tax abatement in the city.  The city attorney has advised that it is much more difficult to set up an abatement now and that the procedure would have to be handled by a bonding attorney.  It was reported that very few cities have regulations for a shouse at this time. It was also noted that George & Shirley Tupy had not been back in contact with the city attorney regarding the property issue.

The clerk informed the council that the city had received a Depot Outlet grant in the amount of $ 2500.00 and a Community Foundation Grant in the amount of $ 2500.00 for sidewalk replacement at the Community Center.  The city also secured a Trees Forever grant for tree replacement at the Community Park.  ICAP has also granted the city $ 1,000 for safety related items.

Motion by K. Schmitt, seconded by Schroeder to approve Salary Resolution # 389 approving salaries effective July 1, 2024.  Aye:  Schroeder, P. Schmitt, K. Schmitt, Leuenberger & Schroeder.  Motion carried.

Motion by K. Schmitt, second by Glass to set the date for the public hearing on the adoption  of the FY 25 Budget for April 24, 2024, at 6:00 P.M. at the Fort Atkinson Community Center.   All aye. Carried.

There were no building permits submitted.

The placement of the recycle bins was discussed in length.  The parking lot at the Community Center will be surfaced and Barta stated that they would destroy the new surface the first time they were placed.  Other options will be considered.    Also discussed were the removal of trees, black dirt at the lagoon site, the leak in the basement of the F.D., the Hazard Mitigation meetings (Paul Herold will attend), the old generator at the lift station, parking of semi’s on the city streets and Jay Schwamman reminded of the F.D. Party on Sunday April 21st. from 1-4 with program at 3:00.

The council agreed to have the clerk move savings from the Lagoon Project which has been closed out to the sewer savings.

Motion by K. Schmitt, second by Leuenberger to adjourn.  All aye, carried.  Meeting adjourned at 6:50 P.M.
