FORT ATKINSON REGULAR CITY COUNCIL MEETING OCTOBER 2, 2024

 

Mayor Paul Herold called the regular meeting to order at 6:00 P.M. on Wednesday, October 2, 2024, at the Fort Atkinson Community Center. The meeting opened with the Pledge of Allegiance. Present were P. Schmitt, Glass, & Leuenberger. Also present were Paul Herold, Michele Elsbernd, Steve & Marta Kelsay and Morgan Vsetecka and Alexis Elsbernd. Schroeder and K. Schmitt were absent.

Motion by Glass, second by Leuenberger to approve the consent agenda (agenda, claims, minutes and clerk/treasurer reports)  All aye, Carried.

Steve Kelsay updated the council on the W-14 project and other county issues including the recycle bins and where they will be located.

Water improvement fees were discussed,  this fee pays the debt on the well and currently is not generating the funds needed for the yearly debt payment. Motion by Leuenberger, second by Glass to approve the first reading of Ordinance # 42 raising the Improvement fee $ 2.00 monthly and the bulk water rate minimum and cost per thousand. Aye:  Leuenberger, Glass, P. Schmitt. Motion carried.

Condition of the sidewalks within the city were discussed.  Many sidewalks have grass in the cracks that pose a hazard. Council members will be inspecting the sidewalks and letters notifying property owners of required repairs will be mailed.

The cities cost of the W-14 project increased approximately $ 3,000. The bid for the project was more than the engineers estimate and $ 3,000 is our projected cost increase.

Greg Barta reported that the trees at Oak Hill Cemetery were removed  and the stumps ground. He is placing dirt where needed. Trees also removed on E. Main Street with the property owner sharing the cost of removal with the city. The DNR was in Fort Atkinson on Monday to inspect the wastewater treatment facility. Greg reported all was satisfactory.   He stated he is still working with the water Chlorine Residual to get it within the DNR requirements. Water loss due to water leaks was discussed, this will be monitored to make sure all have been repaired.

Motion by P. Schmitt, second by Glass to approve the building permit for Marvin Krivachek. All aye, Carried.

The Mayor and City council received an  invitation to the IEDA best city practices meeting in Waukon.

Playground updates and ways to fundraise for the new equipment was discussed.  Resurfacing of the Pickle Ball Court was also discussed.  The city has no extra funds for this project so donations and fundraising will be needed. Anyone with ideas please contact Dale or Kay.

Motion by Leuenberger, second by P. Schmitt to adjourn.  All aye, Carried.  Meeting adjourned at 6:41 P.M.
