FORT ATKINSON REGULAR CITY COUNCIL MEETING MINUTES NOVEMBER 1, 2023

Mayor Paul Herold called the regular meeting of the Fort Atkinson City Council to order at 6:00 p.m. on November 1, 2023, at the Fort Atkinson Community Center.  Present were  Glass, K. Schmitt, P. Schmitt, Leuenberger and Schroeder.  Also present were Paul Herold, Michele Elsbernd, George & Shirley Tupy, Tom Madden, Steve and Marta Kelsay and Sam Hageman.

Motion by K. Schmitt, second by Schroeder to approve the consent agenda( minutes from October 4, 2023, claims and clerk/treasurer reports)  All aye.  Carried.

Tom Madden presented for approval pay estimate # 8 from Blazek Corporation in the amount of $ 43778.37.  He explained that this was for electrical, mechanical and seeding.  They will be doing a start up of the new well on Tuesday and he should have all the paperwork to close out the project at the December meeting.  He also stated that the samples for the lagoon came back with excellent results.

George and Shirley Tupy addressed the council regarding the alley to the south of their property.  Mayor Herold stated that it had been surveyed but that we have not received any descriptions or mapping. This will be discussed at the December meeting when maps will be available to view the area of concern.   Steve Kelsay stated that a new county engineer had been hired and that they feel that the projects can now continue on schedule.  He said he is in discussion with the supervisors, county zoning, and cities in the county regarding secondary residences on properties.  This is needed to help with the housing shortages in the area.  Sam Hageman was present to address the issue of his neighbor’s dog (Randy & Cheryl Wagner) coming to his property and confronting him very aggressively.   It was then brought to the attention of the council that the dog has been confrontational with neighbor Bob Glass and Christy Coral.  The city council will have the city attorney address the issue.

The council will update appointments to the Historic Preservation and Museum Committees at the December meeting.

There were no building permits submitted.

The clerk discussed the IRS issue dating back to 2020, advised council that the Community Foundation Grant Workshop was is November 13th. (Kay Schmitt will attend), and stated that the Northeast Iowa Regional Housing Trust Fund was requesting their annual contribution.  Members were invited to a Legislative Forum in Elkader on December 6th. Sponsored by UERPC.

The December meeting will be held on Monday, December 4th at 6:00 p.m. at the Fort Atkinson Community Center.

Motion by K. Schmitt, second by Schroeder to adjourn.  All ayes. Carried.  Meeting adjourned at 7:09 p.m.
