FORT ATKINSON REGULAR CITY COUNCIL MEETING FEBRUARY 7, 2024

 

Mayor Paul Herold called the regular meeting of the Fort Atkinson City Council to order at 6:00 p.m. on Wednesday, February 7, 2024, at the Fort Atkinson Community Center.  Present were Glass, P. Schmitt, Leuenberger, Schroeder and K. Schmitt via Zoom.  Also present were Michele Elsbernd, George & Shirley Tupy, Matt Shatek, Emily Brandau, Dave Shatek and Steve and Marta Kelsay.

Motion by Glass, second by Leuenberger to approve the consent items (minutes from January 3, 2023, with correction of name from Keith to Kerry Kleve as attending the January meeting, claims, clerk/treasurer reports and the ABD license for Huber’s Store) All aye, motion carried.

Paul Herold opened the public hearing on the proposal to vacate and convey city-owned real estate. The clerk had received no written or oral comments on the proposal.  There were no comments from the public.  Paul Herold closed the public hearing.    Motion by Leuenberger, seconded by Schroeder to approve Ordinance # 37 to vacate part of 11th Avenue.  Roll call vote:  Aye: Leuenberger, Glass, P. Schmitt, K. Schmitt and Schroeder.  Motion carried.    Motion by Leuenberger, seconded by Schroeder to waive the subsequent readings of Ordinance # 37. Roll call vote: Aye: Leuenberger, Glass, P. Schmitt, K. Schmitt and Schroeder.  Motion carried.  Ordinance effective upon posting on February 8, 2024.   Motion by Leuenberger, second by Schroeder to approve Resolution # 385 approving the conveyance of city-owned property to Matt Shatek.  Roll call vote:  Aye:  Leuenberger, Schroeder. K. Schmitt, Glass and P. Schmitt.  Motion carried.

The clerk explained the reason for the 23-24 Budget Amendment. Motion by Glass, second by K. Schmitt to set the date for the public hearing to amend the 2023-2024 budget for March 4, 2024, at the Fort Atkinson Community Center at 6:00 p.m.  All aye, motion carried.

Steve Kelsay addressed the council updating on the status of the W-14 project and asked for input on the Winneshiek County Public Health and Winneshiek County Conservation Department.  Various council members commented on the question.

The clerk discussed the proposed budget for 2024-2025 and stated that the levy would increase slightly.  Various items were discussed and will be changed before the final figures are certified.

Greg Barta reported that the well was now operating as expected.  The engineer has stated that the work will be done on the old well next Wednesday and the Generator people would be on site on Thursday.  He expects the project to close out at the March 4th meeting.

There were no building permits submitted.

Motion by P. Schmitt, second by Glass to approve pay estimate # 9 to Blazek Corporation in the amount of $ 12,333.38.  All aye, motion carried.

George & Shirley Tupy initiated discussion regarding the alley in Block 48 in the City of Fort Atkinson.  Much discussion followed.  The clerk will follow up with the city engineer regarding the issue.

Motion by Schroeder, second by Glass to adjourn.  All aye, motion carried.  Meeting adjourned at 7:02 p.m.
